2013 is the second-to-last year an incentive will be available for participating in the Centers for Medicare and Medicaid Services (CMS) Physician Quality Reporting System (PQRS). Moreover, physicians and other eligible professionals who don't participate in 2013 will be subject to a penalty, which will be applied in 2015.
