Stages of Meaningful Use

Stage 1

To meet Stage 1 objectives/measures, 80% of patients must have records in the certified EHR. The reporting period is 90 days for the first year and one year for the subsequent year. Attestation is done annually.

Eligible Professionals must complete:

  • 15 core objectives

  • Five out of 10 objectives from menu set

Starting in 2014, all providers must report on clinical quality measures (CQMs) in the same way, regardless what stage of meaningful use they are in.

  • Eligible professionals must report on nine out of 64 total CQMs.

  • In addition, all providers must choose CQMs from at least three of the six key health care policy domains: patient and family engagement, patient safety, care coordination, population and public health, efficient use of health care resources and clinical processes/effectiveness. Stage 2

You must have successfully attested to two years of Stage 1 prior to starting Stage 2.

Note: For 2014, the reporting period is 90 days, regardless which stage of meaningful use you are in because all providers must upgrade or adopt newly certified EHRs in 2014. Keep in mind, the transition to the ICD-10 code set went into effect Oct. 1, 2015.

The reporting period is 90 days for 2014, and one year for 2015 and 2016. Attestation is done annually.

All providers will now report on clinical quality measures in the same way, regardless what stage of meaningful use they are in.

  • 17 core objectives and three menu objectives (out of six) for a total of 20 core objectives.

  • Eligible professionals must report on nine out of 64 total CQMs.

In addition, all providers must choose CQMs from at least three of the six key health care policy domains: patient and family engagement, patient safety, care coordination, population and public health, efficient use of health care resources and clinical processes/effectiveness.

Stage 3

For the program's earlier participants, who began Stage 1 in 2011 and Stage 2 in 2014, Stage 3 will begin in 2017.

Criteria for Meaningful Use Stage 3 has not yet been announced by CMS.​​​​​​​​
