      <title>AOA Comments on Current HIT Status</title>

Stowers, DO, provided
the AOA’s comments</span></a><span class="MsoHyperlink" style="line-height:1.4em;font-size:8pt"><span style="font-family:garamond, serif"> to</span></span><span style="line-height:1.4em;font-size:8pt;font-family:garamond, serif">
several Republican U.S. Senators on their white paper, “REBOOT: Re-Examining
the Strategies Needed to Successfully Adopt Health IT.”  The paper outlines concerns with current
federal health information technology (HIT) policy and asks for feedback.  Key issues covered in the white paper include
possible increased costs due to HIT implementation, lack of standards to
support interoperability, and being proactive in addressing patient privacy
concerns. The <b>AOA supports ongoing
efforts to ensure that all patient populations, especially those in rural and
underserved communities, benefit from HIT</b>.  Our comments iterate our position on delivering
patient-centered care, practicing evidence-based medicine, focusing on quality
improvement activities, adequately training the future physician workforce, and
using HIT appropriately.​</span>​</p></div></div>

University of Medicine and Biosciences’ College of Osteopathic Medicine, is one

the Remote Casualty Location and Assessment Device, which was used in attempts
to locate victims of the Sept. 11, 2001, terrorist attacks, and invented the

      <title>Osteopathic Participation in World Health Assembly Concludes</title>

E. Stowers, DO, and Trustee William J. Burke, DO, have <b>concluded their participation at the </b></span><a href="http://www.who.int/mediacentre/events/governance/wha/en/" style="line-height:1.4em;font-size:8pt"><b><span style="font-family:garamond, serif">World
Health Assembly</span></b></a><span style="line-height:1.4em;font-size:8pt;font-family:garamond, serif">,
held May 20-28 in Geneva, Switzerland. 
After hearing the keynote address from World Bank President Jim Yong Kim,
President Stowers and Dr. Burke met with World Health Organization (WHO) staff
to discuss <b>continued relations and new
partnerships between the osteopathic medical profession and the WHO</b>. In
addition, Dr Burke, as a member of the Osteopathic International Alliance’s
(OIA) Board, also discussed the ongoing partnership between the OIA and WHO to
increase international recognition of osteopathic medicine.​</span>​</p></div></div>

      <title>Leaders Discuss Joint Accreditation System</title>

AOA, the American Association of Colleges of Osteopathic Medicine (AACOM), and
the Accreditation Council for Graduate Medical Education (ACGME) convened in
Chicago today for the <b>bi-monthly meeting
of the AOA/AACOM/ACGME Joint Leadership Task Force</b>.  The primary focus of today’s meeting was to
assess progress in developing a draft Memorandum of Understanding (MOU), which,
if agreed upon, would guide our ongoing negotiations to </span><a href="/acgme" style="line-height:1.4em;font-size:8pt"><span style="font-family:garamond, serif">develop
a single, unified accreditation system</span></a><span style="line-height:1.4em;font-size:8pt;font-family:garamond, serif">
for graduate medical education (GME).  Leaders
also reviewed discussions emanating from meetings between six osteopathic
Specialty College Evaluating Committees and their respective ACGME Residency
Review Committees.  AOA Trustee Boyd R.
Buser, DO, Stephen C. Shannon, DO, among other AOA and AACOM representatives, held
a briefing session at AOA headquarters this morning to prepare, particularly
how to <b>ensure that osteopathic
principles and practice are included in the MOU</b> and any resulting GME

      <title>USPSTF Seeking Public Comments</title>

U.S. Preventive Services Task Force (USPSTF) </span><a href="http://www.uspreventiveservicestaskforce.org/tfcomment.htm" style="line-height:1.4em;font-size:8pt"><span style="font-family:garamond, serif">posted a draft evidence report and draft
recommendation statement</span></a><span style="line-height:1.4em;font-size:8pt;font-family:garamond, serif">
on dental caries in children from birth through age five. The Task Force
recommends that <b>primary care physicians
prescribe oral fluoride supplementation starting at six months old</b> for
children whose water supply is deficient in fluoride, and apply fluoride
varnish to the primary teeth of infants and children starting at the age of
primary tooth eruption.  It also
concluded that the current evidence is insufficient to assess the balance of
benefits and harms of routine screening for dental caries in children from
birth to age five by primary care physicians.       <title>Advocacy for HFAP Recognition</title>

E. Stowers, DO, wrote to the New Jersey Legislature on May 15 to urge an
amendment to the statutory language of S 2079. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">Our proposed amendment would </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">enumerate the AOA’s Healthcare Facilities
Accreditation Program</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> (HFAP) as an accrediting body deemed sufficient for providing
accreditation status for offices and facilities performing certain medical
procedures. The bill as currently written fails to recognize HFAP accreditation
for these procedures. Excluding an accrediting organization equipped to license
these facilities in a user-friendly and cost-effective manner would be a
disservice to health care facilities within New Jersey and an indirect
detriment to the patients within them.​</span>​</p></div></div>

      <title>Osteopathic State Societies Eligible for SOPP Leadership </title>

many of our affiliated state osteopathic medical associations are members of
the Scope of Practice Partnership (SOPP), an American Medical Association-led
collaborative that seeks appropriate practice limits for nonphysician
clinicians.  The SOPP Steering Committee has
recently voted to <b>make state osteopathic
medical associations eligible for nomination to the Steering Committee</b>, a
change the AOA recommended and worked closely to have adopted.  We believe that this inclusive governance
model will strengthen the collaboration that is at the heart of the SOPP.

      <title>AOA Investment Returns in April</title>

reports for the AOA’s Operating, Osteopathic Research and Development Fund (ORDF),
and Dale Dodson Educational Fund (DDEF) investments show that April was a positive
month, with </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">all investments earning a
1.1% return or better</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">Operating
investments earned $249,035 in April, bringing their market value to
$22,015,018 as of April 30.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The ORDF
investments likewise earned $61,247 during April, growing their market value to
$5,394,962 as of April 30.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">Lastly, DDEF
investments increased in value by $19,799 in April, for a current market value
of $1,634,129.​</span></p>

States and focuses on a specific health agenda prepared by the Executive Board.  During the week ahead, President Stowers and
Dr. Burke will observe the opening session of the Assembly, watch the </span><a href="http://www.who.int/dg/speeches/2013/world_health_assembly_20130520/en/index.html" style="line-height:1.4em;font-size:8pt"><span style="font-family:garamond, serif">keynote address from Director-General

      <title>CMS Funding to Test Payment Models</title>

Medicare and Medicaid Services (CMS) has announced a funding opportunity for
the </span><a href="http://innovation.cms.gov/initiatives/Health-Care-Innovation-Awards/Round-2.html" style="line-height:1.4em;font-size:8pt"><span style="font-family:garamond, serif">second round of its Health Care
Innovation Awards</span></a><span style="line-height:1.4em;font-size:8pt;font-family:garamond, serif">.  <b>CMS
will fund up to $1 billion for studies that test new payment and service
delivery models</b> aimed at delivering better care and lowering costs for Medicare,
Medicaid, and the Children’s Health Insurance Program.  CMS is seeking innovations that will rapidly
reduce costs for patients with Medicare and Medicaid in outpatient, hospital
and other settings; improve care for populations with special needs; test
improved financial and clinical models for specific types of providers,
including specialists; and link clinical care delivery to preventive and

President-elect Norman E. Vinn, DO, and I are in the “Buckeye State” today
attending the Ohio Osteopathic Association’s (OOA) <a href="http://www.ooanet.org/aws/OOSA/pt/sp/symposium">Ohio Osteopathic Symposium</a>,
taking place May 15-19 in Columbus. President-elect Vinn and I <b>provided an update on recent AOA activities
during today’s House of Delegates</b>, and President-elect Vinn will address tomorrow’s
business luncheon.  We also celebrated the
75<sup>th</sup> anniversary of the Advocates of the OOA at their meeting this morning
and, later this weekend, Dr. Vinn will help install<b> Robert L. Hunter, DO, as the new OOA President</b>, taking the reins
from outgoing OOA President John F. Ramey, DO.

      <title>Take Action to Support the Good Samaritan Act	</title>

disaster or mass casualty event can be an alarming and unifying moment for a
community or nation, bringing physicians together to volunteer your services
and expertise in a critical time of need. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">However, a consistent floor for liability
protections during a federally declared disaster period does not currently exist,
</span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">putting you and other such volunteers at
risk of civil liability</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">. To establish this much needed protection, U.S. Representatives
Marsha Blackburn (R-Tenn.) and Jim Matheson (D-Utah) have introduced the “Good

burdensome liability restrictions that could prevent physicians from acting in

      <title>Joint Advocacy to Protect Children</title>

      <description><![CDATA[<div><b>Body:</b> <div class="ExternalClass793DF42E16144321A7A65D65C499CE7D"><p><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The AOA, the
American Osteopathic College of Dermatology (AOCD), and the Nevada Osteopathic
Medical Association wrote a joint letter to the Nevada State Assembly on May 14
to support SB 267. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The bill would prohibit
a tanning establishment from allowing children under the age of 18 to use the
tanning equipment and imposes fines on those who allow them to do so. The bill
also requires an owner or operator of a tanning establishment to post warning
signs in conspicuous locations. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">In
related advocacy, the AOA, the AOCD, the Pennsylvania Osteopathic Medical
Association, and the Pennsylvania Osteopathic Family Physicians Society also
wrote to the Pennsylvania House of Representatives on May 10 in support of HB
1259, a bill that would impose similar rules. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The AOA and these affiliates </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">support imposing appropriate safety
precautions upon tanning device operators</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">.​</span>​</p></div></div>

and the Centers for Medicare and Medicaid Services (CMS) <b>announced new funding opportunities</b> <b>this week</b>.  PCORI will fund
up to <b>$81 million in research</b> that
corresponds to its National Priorities for Research and Research Agenda.  Applications should address the impact of the
condition on the health of individuals and populations; the potential for the
study to improve health care and outcomes; technical merit;
patient-centeredness; and patient and stakeholder engagement.  Letters of intent are due by June 15 and

      <title>Michigan Elects New Leaders</title>

E. Stowers, DO, President-elect Norman E. Vinn, DO, Trustee Mark A. Baker, DO,
and I </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">concluded our visit today at the <a href="http://www.mi-osteopathic.org/">Michigan Osteopathic Association’s</a>
(MOA) <a href="https://m360.mi-osteopathic.org/event.aspx?eventID=64490&amp;instance=0">114th
Annual Spring Scientific Convention</a></b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> in Novi, with presentations this
afternoon to the Advocates of the MOA. Over the last two days, the MOA held
elections for its new slate of officers.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> 
</span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">Edward J. Canfield, DO, concluded
his term as MOA President</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">, and Michael D. Weiss, DO, was sworn in to succeed
him. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">Myral R. Robbins, DO, was elected
to the position of President-elect.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">There
are approximately 5,600 active DOs practicing in Michigan, 2,400 of whom are
MOA members in addition to 1,668 resident members and 1,078 student members.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">In other meeting news, Stanley E. Grogg, DO, represented
the AOA at the National Adult and Influenza Immunization Summit, a
