AOA President Ray E. Stowers, DO, and Trustee William J. Burke, DO, have concluded their participation at the World Health Assembly, held May 20-28 in Geneva, Switzerland.  After hearing the keynote address from World Bank President Jim Yong Kim, President Stowers and Dr. Burke met with World Health Organization (WHO) staff to discuss continued relations and new partnerships between the osteopathic medical profession and the WHO. In addition, Dr Burke, as a member of the Osteopathic International Alliance’s (OIA) Board, also discussed the ongoing partnership between the OIA and WHO to increase international recognition of osteopathic medicine.​​

​Leaders of the AOA, the American Association of Colleges of Osteopathic Medicine (AACOM), and the Accreditation Council for Graduate Medical Education (ACGME) convened in Chicago today for the bi-monthly meeting of the AOA/AACOM/ACGME Joint Leadership Task Force.  The primary focus of today’s meeting was to assess progress in developing a draft Memorandum of Understanding (MOU), which, if agreed upon, would guide our ongoing negotiations to develop a single, unified accreditation system for graduate medical education (GME).  Leaders also reviewed discussions emanating from meetings between six osteopathic Specialty College Evaluating Committees and their respective ACGME Residency Review Committees.  AOA Trustee Boyd R. Buser, DO, Stephen C. Shannon, DO, among other AOA and AACOM representatives, held a briefing session at AOA headquarters this morning to prepare, particularly how to ensure that osteopathic principles and practice are included in the MOU and any resulting GME accreditation system.

The AOA Council of New Physicians in Practice (CNPP) convened via conference call last evening under the leadership of AOA Trustee John Dery, DO, Chair. Topics for discussion included applicants for 2013-14 New Physician Representative on the AOA Board of Trustees; planning for its Practice Essentials Workshop at OMED 2013; the AOA’s Osteopathic Medical Conference & Exposition, Sept. 30-Oct. 4 in Las Vegas; development of an online Career Compass resource for students, postdoctoral trainees and new physicians; and outreach to osteopathic affiliate organizations.  ​Leadership of the AOA and the Texas Osteopathic Medical Association (TOMA) also met via conference call last evening to continue oversight of efforts to prevent the addition of an MD school on the campus of the Texas College of Osteopathic Medicine.​​

On May 20, the U.S. Preventive Services Task Force (USPSTF) posted a draft evidence report and draft recommendation statement on dental caries in children from birth through age five. The Task Force recommends that primary care physicians prescribe oral fluoride supplementation starting at six months old for children whose water supply is deficient in fluoride, and apply fluoride varnish to the primary teeth of infants and children starting at the age of primary tooth eruption.  It also concluded that the current evidence is insufficient to assess the balance of benefits and harms of routine screening for dental caries in children from birth to age five by primary care physicians. The Task Force invites comments to the draft reports through June 17.  AOA Trustee Susan C. Sevensma, DO, is the physician representative to the Task Force Partners.​​

AOA President Ray E. Stowers, DO, wrote to the New Jersey Legislature on May 15 to urge an amendment to the statutory language of S 2079.  Our proposed amendment would enumerate the AOA’s Healthcare Facilities Accreditation Program (HFAP) as an accrediting body deemed sufficient for providing accreditation status for offices and facilities performing certain medical procedures. The bill as currently written fails to recognize HFAP accreditation for these procedures. Excluding an accrediting organization equipped to license these facilities in a user-friendly and cost-effective manner would be a disservice to health care facilities within New Jersey and an indirect detriment to the patients within them.​​

The AOA and many of our affiliated state osteopathic medical associations are members of the Scope of Practice Partnership (SOPP), an American Medical Association-led collaborative that seeks appropriate practice limits for nonphysician clinicians.  The SOPP Steering Committee has recently voted to make state osteopathic medical associations eligible for nomination to the Steering Committee, a change the AOA recommended and worked closely to have adopted.  We believe that this inclusive governance model will strengthen the collaboration that is at the heart of the SOPP. ​The latest “flash” reports for the AOA’s Operating, Osteopathic Research and Development Fund (ORDF), and Dale Dodson Educational Fund (DDEF) investments show that April was a positive month, with all investments earning a 1.1% return or better.  Operating investments earned $249,035 in April, bringing their market value to $22,015,018 as of April 30.  The ORDF investments likewise earned $61,247 during April, growing their market value to $5,394,962 as of April 30.  Lastly, DDEF investments increased in value by $19,799 in April, for a current market value of $1,634,129.​

AOA President Ray E. Stowers, DO, and Trustee William Burke, DO, are in Geneva, Switzerland, today attending the World Health Assembly (WHA) as a part of the Global Health Council's delegation.  The WHA, the supreme decision-making body of the World Health Organization, is attended by delegations from all WHO Member States and focuses on a specific health agenda prepared by the Executive Board.  During the week ahead, President Stowers and Dr. Burke will observe the opening session of the Assembly, watch the keynote address from Director-General Margaret Chan, and meet with leadership of the World Health Professions Alliance.  Meanwhile, I am participating in the University of Medicine and Dentistry of New Jersey-School of Osteopathic Medicine’s Convocation Ceremonies taking place today in Cherry Hill, after traveling here from Maine, where the University of New England College of Osteopathic Medicine celebrated its graduation ceremony this past Saturday.  ​

A national disaster or mass casualty event can be an alarming and unifying moment for a community or nation, bringing physicians together to volunteer your services and expertise in a critical time of need.  However, a consistent floor for liability protections during a federally declared disaster period does not currently exist, putting you and other such volunteers at risk of civil liability. To establish this much needed protection, U.S. Representatives Marsha Blackburn (R-Tenn.) and Jim Matheson (D-Utah) have introduced the “Good Samaritan Health Professionals Act of 2013” (HR 1733).  This legislation would provide relief from burdensome liability restrictions that could prevent physicians from acting in times of a national disaster and allow you to do what you are trained to do – provide care when someone is in need.  Support this legislation by sending a letter to your elected Representatives today!​​

The AOA, the American Osteopathic College of Dermatology (AOCD), and the Nevada Osteopathic Medical Association wrote a joint letter to the Nevada State Assembly on May 14 to support SB 267.  The bill would prohibit a tanning establishment from allowing children under the age of 18 to use the tanning equipment and imposes fines on those who allow them to do so. The bill also requires an owner or operator of a tanning establishment to post warning signs in conspicuous locations.  In related advocacy, the AOA, the AOCD, the Pennsylvania Osteopathic Medical Association, and the Pennsylvania Osteopathic Family Physicians Society also wrote to the Pennsylvania House of Representatives on May 10 in support of HB 1259, a bill that would impose similar rules.  The AOA and these affiliates support imposing appropriate safety precautions upon tanning device operators.​​

Baker, DO, and I concluded our visit today at the Michigan Osteopathic Association’s (MOA) 114th Annual Spring Scientific Convention in Novi, with presentations this afternoon to the Advocates of the MOA. Over the last two days, the MOA held elections for its new slate of officers.  Edward J. Canfield, DO, concluded his term as MOA President, and Michael D. Weiss, DO, was sworn in to succeed him.  Myral R. Robbins, DO, was elected to the position of President-elect.  There are approximately 5,600 active DOs practicing in Michigan, 2,400 of whom are MOA members in addition to 1,668 resident members and 1,078 student members.  In other meeting news, Stanley E. Grogg, DO, represented the AOA at the National Adult and Influenza Immunization Summit, a collaboration of the Immunization Action Coalition, Center for Disease Control and Prevention, and the National Vaccine Program Office, held May 13-15 in Atlanta.​​

The AOA is seeking proposals for presentations for the 24th Osteopathic Medical Education Leadership Conference (OME XXIV), taking place Jan. 9-11, 2014, in Austin, Texas.  The theme of this year’s conference will be “Virtually There,” recognizing that new teaching approaches and technology have expanded the delivery of education inside and outside of the classroom.  We are seeking presentations from across the spectrum of osteopathic education that examine this issue, particularly topics like distance and/or distributive teaching and learning; using technology to teach or assess students or for new faculty development; new consortia and/or distributive organizational, teaching and learning models; and interdisciplinary and/or team-based teaching and learning.  View the attached submission form to learn more.  Proposals should be sent to OME2014@osteopathic.org by July 12.

  •  The Patient Centered Outcomes Research Institute has announced funding totaling $88.6 million for 51 new research projects.  Among the awardees was Jeffrey Swigris, DO, from Colorado, for a project assessing the effects of supplemental oxygen for pulmonary fibrosis.
  • U.S. Representative Joe Heck, DO, (R-NV) an Army Reserve officer, has been selected for promotion to brigadier general in the U.S. Army Reserve, the Army Times reported on May 9.
  • James Lally, DO, has been appointed by California Governor Edmund G. Brown to the Osteopathic Medical Board of California.
  • The Rocky Vista University College of Osteopathic Medicine in Parker, Colo., today hosted its second annual Research Appreciation Day, themed “Immunobiology in Health and Disease.”

All osteopathic state and specialty organization leaders are being asked to certify your delegations to the AOA House of Delegates by June 7.  Emails were sent to Executive Directors containing an AOA ID number and password to begin certifying your delegation.  Certify your delegation online by entering this ID and password as soon as possible, but no later than Friday, June 7.  No specialty college delegate or alternate shall also be a member of the state society's delegation to the AOA House. A preliminary tabulation of each group’s alloted number of delegates and alternates is posted on Osteopathic.org. AOA President Ray E. Stowers, DO, led a teleconference meeting of the AOA Board of Trustees’ Executive Committee last evening.  Discussions focused on the upcoming AOA Annual Business Meeting, the Fiscal Year 2014 budget, and support for student research projects.  Those of us in Novi for the Michigan Osteopathic Association’s (MOA) 114th Annual Spring Scientific Convention took the call together, including President-elect Norman E. Vinn, DO, and AOA Trustees Mark A. Baker, DO, John E. Bodell, DO, Craig Magnatta, DO, Carol L. Monson, DO, and Susan C. Sevensma, DO, as well as several past presidents of the AOA.  This morning, Drs. Stowers and Vinn addressed the MOA House of Delegates, while this afternoon Dr. Baker served on a panel to discuss how osteopathic continuous certification fits into states’ maintenance of licensure programs.  The MOA Convention continues through Friday, May 17.​​
